Establishing a UK 'home international' comparative research programme for post-compulsory learning

A research project funded by the Learning and Skills Development Agency (LSDA)

Background

The Learning and Skills Research Centre commissioned the CES to review issues in post-compulsory learning policy in England, Northern Ireland, Scotland and Wales, in the context of the policy differences arising from devolution, and to identify topics where policy and practice might be informed by 'home-international' comparative research. Post-compulsory learning policy was defined to include policies for young people from age 14 upwards.

Aims of the Research

To generate informed options and recommendations for a future programme of UK 'home-international' research into post-compulsory education.

Methods

Analysis of policy documents and review of research; interviews with key UK and overseas informants.

Findings and Conclusions

The report analysed the structures and main trends in policy in the four 'home countries', and discussed the potential for comparative research in six policy areas: 14-19 curriculum and qualifications; apprenticeship and work-based training for young people; short-cycle higher education; 'threshold skills' for adults; credit frameworks; and employer engagement in planning and funding.
