Fabricating Quality in European Education

FabQ involves researchers from the Universities of Umea in Sweden (co-ordinator Dr Christina Segerholm), from the University of Southern Denmark (co-ordinator Professor Peter Dahler-Larsen) and from the University of Helsinki in Finland (co-ordinator Professor Hannu Simola). The overall co-ordination of FabQ is the responsibility of Professor Jenny Ozga (CES).

Activities that produce evidence about the performance of education systems in Europe, both nationally and internationally, have been increasing considerably in recent years. Audit, inspection, evaluation and regulation along with decentralisation, devolution and deregulation have become the key principles of the restructuring of education systems in Europe. Indeed, the development of indicators and benchmarking as modes of education governing may contribute to the ‘Europeanisation’ of education. This, then, is a major policy development that requires investigation, both through empirical enquiry and theoretical development.

Risto Rinne is a professor of education and director in the Department of Education
at the University of Turku. He is also the director of CELE
(Center for Research on Lifelong Learning and Education)
in the University of Turku as well as the director of the
Finnish National Graduate School on Educational Research.
Rinne has published over 400 scientific publications and
he has led many research projects. His main interests and
publications include sociology of education, international
comparative education, educational policy, citizenship and
learning in knowledge society and history of education. He
has also published many articles and books in the field of
transmission and building the educational knowledge base
in Europe.

Susanna Hannus is doing dissertation of effects of the new policy technologies
in lower secondary schools in socially different areas and
lower secondary schools' new mode of governing. Hannus studied
quality evaluation and primary schools' mode of governing
in her Master's thesis.
